Abstract
Well-being as a Management Tool: Positive Psychology for Human-Centered Public Services
Despite technical advances and legal frameworks such as the Online Access Act (OZG), the digitization of public administration in Germany continues to fall short of expectations. The low uptake of digital public services points to shortcomings in their design – particularly with regard to user-centricity and psychological impact. This article argues that a human-centered design of digital administrative services not only increases their usage but also strengthens citizens’ trust in the state. The focus is on how principles of positive psychology – particularly the promotion of autonomy, competence, and relatedness – can contribute to improving digital public services. Based on theoretical concepts such as humancentered design, public value, and self-determination theory, an interdisciplinary approach is developed that views the digital transformation of public administration as an opportunity for a new, trust-building understanding of the state. Proactive and life-situation-oriented administrative services are discussed as practical applications of this perspective.
