Digital public services, collaborative innovation, and public value. About agents and stewards in municipal enterprises

Abstract
This article uses a conceptual approach to evaluate the relationships between collaborative innovation, the structure of municipal enterprises, and their role in ensuring public services and creating public value in the digital age. The analysis suggests that a preferential application of the stewardship approach in the organization of own-account enterprises is associated with positive effects on collaborative innovation processes and the generation of public value. The characteristics of stewardship theory therefore appear to be conducive to the objective of maximizing public value.
