Abstract

“Then we’ll be able to generate new knowledge”. Municipal resilience through urban data platforms?
This study examines potential contributions of urban data platforms to enhancing municipal resilience resources. To this end, we synthesize systemic and action-oriented resilience resources from literaturewithin a heuristic analytical framework, which we then apply to three case studies. The analyses show that the establishment or extension of platforms enables municipalities to utilize existing data and knowledge resources more systematically and to make them permanently available across temporal and organisational boundaries. Furthermore, the integration of subject-matter and data competences leads to the establishment of new, or intensification of, existing collaborations. In addition to requiring further research on the effects of data platforms in municipalities, the study also highlights methodological research needs: The development phases of platforms must be considered, as must the extension of technical perspectives with process and planning perspectives. The study shows that the research strand on the resilient and the smart city must be more systematically intertwined.
