Resilienz in der Politikumsetzung – Konzept, empirische Grundlagen und Perspektiven zukünftiger Forschung

Abstract
Dieser Beitrag entwickelt das Konzept der resilienten Politikumsetzung, um zu erklären, wie Verwaltungen unter politischem Druck handlungsfähig bleiben. Resilienz wird dabei als dynamischer Prozess verstanden, der Verwaltungen befähigt, Belastungen abzufedern, ohne die Kernziele politischer Programme aufzugeben. Theoretisch wird ein Drei-Säulen-Modell vorgeschlagen, das organisatorische Ressourcen, Policy Capacity und Agency unterscheidet. Diese Dimensionen verdeutlichen, dass Resilienz weder auf strukturelle Ausstattung noch auf individuelle Handlungsmacht allein zurückgeführt werden kann, sondern aus ihrem Zusammenspiel entsteht. Resiliente Implementierung ist nicht nur eine defensive Reaktion, sondern auch eine aktiv gestaltende Qualität administrativen Handelns, die auf Widerstands- und Anpassungsfähigkeit zugleich zielt. Überdies wird deutlich, dass Resilienz normative Spannungen aufwirft, da sie einerseits rechtsstaatliche Stabilität sichert, andererseits aber mit demokratischer Responsivität kollidieren kann. Der Essay zeigt zudem eine prospektive Forschungsagenda auf, die diese Ambivalenzen systematisch beleuchtet und das Konzept vergleichend in unterschiedlichen institutionellen Kontexten prüft.
